A Designated Record Set is the group of records a covered entity maintains and uses to make decisions about individuals, including medical records, billing records, and enrollment or claims information.

The Designated Record Set defines the scope of a patient's right of access: individuals can inspect, obtain a copy of, and request amendments to the PHI held within it.
